Cannot import new siren into resident.rpf

I have another problem :(

I am trying to replace the horns.ivaud file in the resident.rpf folder, but when I click on resident.rpf, the 'Edit Mode' option greys out and I can't click on it, meaning I can't replace the file. I'm running OpenIV as admin.
