i use 1.0.7.0 patch
 

Missing textures are normal in GTA IV after a while. Are you running the game as administrator? You do this by going to the GTA IV folder, right click on GTAIV.exe -> Properties -> Compatibility and select 'Run this program as administrator'. Also, you need to do the same exact thing to the LaunchGTAIV.exe.

 

Also, is it a legal copy of the game? 

Btw, it's probably the car packs fault.
