For the Tahoe, it's all up to personal taste. Use the download sections search function to find one you like. I used this one for a while (http://gtapolicemods.com/downloads.php?s=fc18e1dd7eccb3ae79375cf589bc8f65&do=file&id=1645). 

... and it's not possible to get a free copy of photoshop. GIMP is a free alternative.
