I thought maybe this would be something possible to implement.

I got the idea when I heard it on the ingame radio. The dispatcher notified that someone called in a "reckless driver." I figured that it may be possible to use something like, the AI from a suspect vehicle fleeing from an officer (but not actually fleeing from an officer in this case, just driving around. The suspect would still be stoppable, just driving around with the same mentality), but cap out the speed at 30-40MPH. So they disregard the traffic laws, but aren't driving too crazy. It would kinda be like a drunk driver (Which is already a reason to pull someone over.) Most of the voice overs are already in the game, just the mechanics are needed.
