Which browser are you using? 

It's just a Windows security notification that pops up because LCPDFR is made by someone it has never heard of and could potentially contain malware. This is to prevent you from downloading what you may think is something like a Java Update when it's really just a fake trying to look like the official thing. There is usually an option along the lines of "download anyways" or something similar to get past the notification.

Then I recommend using Firefox. And if Chrome crashes too much, I get the feeling your computer does not have that much RAM. GTA IV needs a lot of ram and vram.

You have 8 ram? :P On a more serious note, what's wrong with Chrome? Just don't open a gazillion of tabs and you should be fine. Because Internet Explorer is garbage.
