If you are using installer then install it to your EFLC folder, if you are going to do it manually then extract all the dashcam files to your EFLCscripts folder.

I've tried both but when I start the game, I get a message at the top of the screen saying that there was a loading error.

    That is just annoying crash on the start but the modification is working fine, Sniper296 the author of the IVDashcam fixed it. Download 2.2.1.FIX.7z and extract the contents to your EFLCscripts folder.
