GTA 4 shadow lag

I got this huge problem that whenever I turn on shadows the game starts to lag.

 

I have intel core 2 duo 4300 1.80ghz

 

4 gb ram

 

win 7 64 bit

 

and my graphic card is AMD radeon 5450 HD

 

but I am kinda confused that I have 4 gb ram then why is it lagging?

1st problem: AMD card,they don't work as well as Nvidia cards in GTA IV

2nd Problem: THE DAMN GAME ITSELF. Turning on shadows on GTA IV requires a high-end rig to be able to maintain smooth FPS. If you got a medium end card,forget it. Unless you're fine with 20-30FPS
