Unless you are willing to crack Adobe Photoshop or Adobe Illustrator (Which i recommend you don't since its illegal) This is the closest and the best thing you can get.

That's actually what I've been using. I was trying to see if there's any programs that would allow me to get a little better skins made.

 

Here's the one's I've already made with Paint.NET
