Diagnostic tool crashes along with the Game preceding the loading screen

I read over some topics concerning the same issue but now the diagnostic tool just crashes when I perform the scan.

 

For the game, when I am at the loading screen it 'stops working' and quits out. I have deleted xlive.dll and tried it with and without dsound.dll since I was able to use Simple Native Installer 6.5 with out it.

 

My current GTA IV specs and mods

 

- Patch 1.0.4.0

- Simple Native Installer 6.5

- 4 Car replacements

- 3 Car sound mods

- Handeling.dat modifications

- carcol.dat modifications

- vehicle.dat modifications

- Ghost Mountain Map Script

 

Could it possibly be that the Map script is conflicting with LCPFR? Or maybe I need patch 1.0.7.0?

Hmm, I have net framework 4.0, and C++ 2010 (x64) installed. I shouldn't need 3.5 because I have the updated version. I tried anyway but it wouldn't open the installer. It just asked me for permission then nothing happened after that so I assumed it was because I have 4.0 installed. Any suggestions?

 

EDIT: I installed version 1.0.7.0 and it is still crashing
