me and a friend can't seem to log in.

It happens quite a lot.

 

Either keep spamming the Play button until it works it or give it half an hour or so and then try to log in again. 

Yea, I get it a lot to, just keep spamming and raging at it. It will work

Yea ive been spamming it non stop for like the past hour, but it seems interesting that my friend who lives two states away can't log in either

I've seemed to notice this as well. I've just been playing it offline. But I will keep trying.

As I said before, give it some time and try again. It's a common issue which could be caused by a lot of things, in the meantime just play Offline. 

Remove Paul.dll from your game directory

When you remove the Paul.dll it just skips the Rockstar login. Rockstar servers are most likely down so the most we can do is wait...
