I was wondering if there was a way within ELS or the GTA Directory itself to make all the lights on one specific police vehicle the same color. Like keep Police 1, Police 2, Noose, etc. with red and blue flashers, but have fbi all blue lights. I've seen it done before and several searches on YouTube and Google have turned up with no results.

    There is.  Inside the texture file for the police car, there is an image with all of the ELS lights mapped.  Just extract it, edit them blue and then replace the original.  I believe there's also a file in the D/L section that has alternate ELS lights.
