Asked this question on Steam Forums, but got no support whatso ever other then one comment "GTA IV is a shitty port for the PC" therefore it does not help me.

 

Anyway I am getting low FPS jumps between 50's - 22 and sometimes even lower.

 

I got GTA 4 for steam, and GTA 4 Standalone both lag.

 

My specs:

Windows 7 Ultimate 64bit

250GB HD for Windows

2,000 GB HD for Softwares, and games ( speed, tested it last night ranges up to 150 - 200 mbp/s for read/write. )

50 GB SSD not using it yet just installed it like two days ago.

XFX Radeon 7950 Double D 3GB vram

16GB Kingston HyperX Red RAM.

i7-3770 3.4ghz CPU.

Corsair 650watt PSU.
