Do you have any car skins installed?

I dont Think so just some ELS police cars, so yeah lol Could it be the vehicles.img ?

That is your problem. The vehicles.img is too big and it takes lots of virtual memory to spawn them ELS police cars around. So instead game spaws taxis and police cars because they are important to the game. Something like that i heard in one forum. So delete your vehicles.img and re-download it if your using steam. If you're not using steam, i guess you should reinstall the game.
