Read posts above... pc specs, mods installed, game path, steps you did while installing the mod, etc... anything that could help us to troubleshoot.

wtf ? I think you messed things a bit (or a lot). Can you provide screenshot of game folder ? All the content.

i installed those because i was watching vid's and those were somethings that i need apperantly, Btw if this is any use i am on a windows XP


Apparently my computer does not have a screenshot function...

Ok I was right, you messed up ^^

 

The game folder, where you install mods, is in C:Program FilesRockstar GamesGrand Theft Auto IV

It's not the same folder where you have user datas.

 

And about "archives", rar files, you have to extract them... I think you'll have a lot to learn.

Look at tutorials section of the website, I can't explain everything from A to Z including the basics of how to use a computer ^^

Don't worry you'll manage to get it working, you just need to learn how-to. You lack of several basic knowledges, but it can be solved.

I don't know how old you are, but if you are really young, it'll be easy. If you are a grandpa soon, it will be more difficult, but not impossible :D
