Taxi Bug No Modded Cars

Hello.

 

I started to play the Gta 4 storyline again, with a couple of mods installed, but half way through I started getting the taxi bug.

Only Police cars, taxis, Cavalcades, limos and Feltzers spawn.

I haven't installed any new mods, it just randomly started. I don't have any car mods installed.
I tried taking away all the script mods, and slowly, the game started spawning more cars. I have also tried removing the mods separately, but that didn't work.
I reinstalled the game, put in the mods again, but that didn't solve it. 
I have never tried anything like this before, and I can't find much help on the internet.

 

I'm playing on patch 1.0.7.0

 

My computer is 2.5 years old, and it runs Gta 4 at high setting (not max), and mods without any lag. 
Anyone know what I can do? :)

Do you use any ENB series?

No. I have had tried it out, but I uninstalled it again. I haven't used it after the reinstallation.

It takes a little while for the game to load different cars, but it works :)
