Hey guys I need some help with some lights,

 

 

which are the proper indicators (turn signals) for a 94 Crown vic police, also what is the set up is it like this:

Turn,head,Turn GRILL turn head Turn

I know that the Bottom turn signal is the correct one.

I am about 99% Sure that they are both headlights and only the amber part is the turn signal. (I believe that one of them are the high-beam lights)
