I Have tried running as administrator, same problem.

I'm thinking one of the issues could be when I am installing, a message comes up and says:

 

"Installation folder could not automatically be detected, please set it manually"

maybe I am not saving to the correct location?

 

This is a legimate copy of GTA4 just purchased, playing through steam.

Same problem than in your other posts, the folder location is :

64bits : C:Program Files (x86)SteamSteamAppscommonGrand Theft Auto IV

32bits : C:Program FilesSteamSteamAppscommonGrand Theft Auto IV

 

Not sure if it's Grand Theft Auto IV or simply GTA IV with Steam, just check in the folders.

EDIT : it is C:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIV
