GTA IV Not Loading Then Crashes

As I am sitting here waiting for Rockstar to message me back i figure i would reach out here because i bought GTA for the reason to play this mod, I have gone to Can I Run It, and done several runs through seeing what it might be, the only thing is that comes up is the video card

but yet this should not make the game crash, hell i have a triple core Processer rated at 2.1 GHz or as they have it

Either way my video card should not make a game crash hell i even turned down it so it runs under 256MB

 

I have gone through unlocked all my folders i get to the black screen that says loading then just crashes

*EDIT* nvm I just realized that is what you included in your OP.

 

I suggest checking for updates for all your drivers/graphics cards.

 

*EDIT* Available Physical Memory 702 MB this looks low to me, immidiatly starting GTA IV it takes up over 1GB of space, close down all other programs before starting GTA IV.
