I get this message when im trying to install LCPDFR :

I have a Trainer installed .

Im using the STEAM version of GTA IV.

I have .NET Scripthook & C ++ Scripthook installed.

I never used to get this error untill i removed the LCPDFR files from my GTA IV Directory , Installed Police Pursuit Mod , Uninstalled Police Pursuit Mod and tried Putting

Back LCPDFR . Can someone Help please?

this is because the web services are offline at the moment. Please install LCPD: FR 0.91 without typeing any username or password.

Hmm , Well when i was getting this error i was not typing in any username or password , But im reinstalling GTA and see what happens . :D
