Mysterious Patrol Units

So I noticed this not too long ago that I suddenly have all these additional patrol vehicles that mysteriously showed up in game that were never there before. Different models such as old Bravado Classics and such. The problem is half of them have lights that either barely light up or don't work at all (one model has old LAPD paint cans that light up red in the front and no amber or red lights working in the rear) and the other half of the vehicles are missing department decals and are strictly just anonymous black and whites. Anyone know where they come from, how to get the lights to work properly, and get the doors marked as well? At this point they're useless.
