Only 1 type of car is spawning on the highway

Title pretty much sums it up, running radar, and only a single type of car has been spawning, being an SUV, both sides of the freeway, not a single other car is spawning any fix?

It's a mixed bag. If I restart my game, it fixes it. I think it's a performance thing, and the game is just limiting the number of cars. Sometimes it works, sometimes it doesn't. When I rename my mods folder, it does work. I think I haven't sat in-game long enough to see. Are there any plugins that I could download to make the game not do this, something like a game config or something?
