A livery is a texture, if you have a car with multi liveries, it will spawn with different textures in game.

You can add the Area Livery Mod to dispatch liveries by areas.

 

Exemple : multi liveries police car + area mod : red texture in Bohan, blue texture in Algonquin.

It could be, but it depends, all modded cars are not multi liveries cars.

Look the description of the car when you download it, look the screenshots, and to be sure, open the wtd file of the car and see if there are several textures like "police_sign_1, police_sign_2,...".

And to enable multi-liveries, you have to had "+livery" in the vehicles.ide file, if you have a car which support that.
