Will 60 fps be possible with many plugins, mods and shader?

 Depends on location in-game, what kind of mods etc. There are too many things that can affect the game's performance that its hard to pinpoint such possibilities. Also legacy version of gta is not good scaled with performance of newer pc specs unlike enhanced version that is more optimalized for current cpu and gpu. Plus for current gpus "the main workhorse" are upscalers and frame generators. So as I said - at enhanced version (when it gonna be avaliable) with dlss etc - Imo 60fps will be possible for u at 1440p, as for legacy version - hard to say
