Is there somewhere that i can go that has the templates of either some or all of the cars ?

I'm used to using the CVPI templates ..

I am working on a Big project to turn all the emergency vehicles in the game to the skins of my hometown police cars ...

The default gta iv cars don't have templates the same way that modded cars do.

 

You'll need to find new, modded versions of those cars that have been UV-mapped. Look through Lt. Caine's work on GTA Police Mods.
