The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Rename your mods folder to _mods and see if that works.

If it does, try finding which mod is causing the issue.

If you can't figure out which mod, I guess you could delete your mods folder and start over, installing each mod 1 by 1 and constantly testing to find which mod caused the issue.

 

You can also try verifying your game files on steam.

If all else fails you may have to reinstall your game.
