After verifying game files(on steam)this pops up when i try to launch RPH (I have the legacy version of gta5)

yes, this is because Grand Theft Auto has updated today, so there are compatibility issues because of this. You can't do anything with this right now, the only thing you can do is to wait for it to update, and then update your version in the game.
