Go into the lspdfr.ini and change the following to reflect below:

AmbientSpawn.MaxCopsInArea = 0
AmbientSpawn.MaxSpawnedCopsInArea = 0

If that does not work, and you are still randomly crashing, rename mods to _mods and try again.

The first solution did not work unfortunately, how ever the other one did work, the only problem is that I can't use my mods of course.

The main problem when the mods folder is "enabled" is that the game goes all the way to the last loading screen, and then LSPDFR.dll crashes and the loading screen just keeps on going.

Is there anyway I can locate the exact problem in the mod folder, so that I don't have to delete the full thing?

Rename _mods back to mods and do this:

1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster.
2. If that does not work, remove what you have installed recently and test after each removal.
3. If you still cannot find the problem, you will have to restart the mods folder.

Well it kind of works now, but it seems like stop the ped is what’s causing the lspdfr.dll crash, and sometimes when it’s in the folder the game loads as usual but stop the ped doesn’t work at all, and I’ve tried reinstalling it multiple times

So you are having a completely new issue now. Please send the RPH Crash Log. It's a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.
