The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Rage Plugin Hook Crashing on Startup but GTA Still Plays

So as the title suggests, I RPH crashes on startup with the game loading and playing in the background behind it, exactly like how Izhevsk is experiencing.
The game was launching fine before I attempted installing DLS as my only plugin. It started doing what I am explaining, and after deleting the plugins folder it still continues to do the same thing. 
I had just an addon car pack installed that worked fine both prior and after RPH claimed the game crashed.
I have weaponlimitadjuster, sirensetting adjuster, packfile limit adjuster, exeintegritybypass, and heapadjuster with a modified gameconfig in my mods folder. I have also tried running the game without these as well, but I have noticed after one game launch on a fresh install RPH crashes no matter what, and no matter what plugin I install initially the game crashes. It maintains the same loop with the listed mods installed as well.
I disabled my mods with the ASIs still on and deleted plugins, I launched GTA without starting RPH and then executed RPH and it generated this log:

RagePluginHook.log

Without launching GTA first, RPH never creates a log so this is the best I can provide.

If you rename mods to _mods, does RagePluginHook crash?
