The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Couple of things:
1. Remove Callout Manager. It is old and you have Callout Interface which works just the same.
2. If you are getting random game crashes, rename mods to _mods and try again.

i tried the _mods too but i opened my game and all the peds were wearing random clothes and everything was corrupted

If Callout Manager removal solved the issue, you can put _mods back to mods and keep playing.
