Does the traffic cop (guy with light blue shirt) appear by default in game, or does he only show up when spawned?

He only shows up when spawned.

He was firstly supposed to be the cop in Alderney, but was replaced by state troopers.

Now it does not appear anywhere, but in the game files and it can be spawned thru with trainers and stuff like that.

hmm I never knew that. That is very interesting. I am surprised that they didn't use the character in anything even though it was replaced

Wait, isn't he the Toll Booth operator in TLAD in that one cutscene? The one where you take over the booth and ambush the drug dealers with the GAWDLY shotgun?

It's nearly the same, but the model is state troopers, with them shoulder pads removed and the belt thing.
