The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

LSPDFR ONLY supports Legacy, and does not support enhanced. This is the same with RagePluginHook.

 

however there is a project they are working on to support enhanced, but I believe both versions will remain released

    That is correct. Legacy is the only currently supported version. While there is a project in the works to get Enhanced supported, it is still very early in development and most likely won't be released for quite some time.
