The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have installed a fresh installation 3 times, I have reinstalled lspdfr, I have turn off my anti virus completely, I have tried running it with no plugins, I am at a loss. I don't know why it is crashing, it loads fine without RPH.

    Please send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.
