When ever i press f4 rage plugin hook's console doesnt open i also tried changing keybind that dint work either, any Solutions?

Config issues you have duplicate command lines also some plugins won't load for you so install a new version of them or just disable them and launch the game if you don't care about the plugins that's fine but it may cause issues. But the main thing is configuration issues.

Couple of things:

1. Move the DamageTrackerLib and LemonUI.RagePluginHook to the Main Directory and not Plugins.
2. Re-install the manual version of LSPDFR. You appear to be missing the EasyHook64.dll.

Yea i tried disabling the some of them but still it dint work

I will try this solution and let you know thanks for the help again

It worked! i was missing a file in the main game directory it just took  a while.
