Is the hat for the NOOSE officer (The one standing in tactical gear) supposed to be like a helmet for a figther plane pilot or is there a MOD to fix this? 

No There are two Models Swat Pilot and SWAT you are using the Swat Pilot One

You can use OpenIV to replace m_y_nhelipilot_p with m_y_swat_p to give the NOoSE pilot the regular SWAT helmet.

the swat  hat is the regular black  swat helmet and the nhelipilot is black cap.

 

 

replace with sparck IV or open IV M_y_Nhelipilot_p or if you want the uniforms then just install dorectlu into your gta 4.
