The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

only thing i can think off is maybe auto control? the rest are like sirens and callouts etc

I don't think Auto Patrol and Auto Siren Cutout will cause this problem as they are siren or patrol related.
