You have to go into visualsettings.dat and find a line that says other emmisive lights and set it higher.

If you don't have the visualsettings.dat you may have deleted it in the past.

Download this (http://www.gta-downloads.com/en/gta4/file-backups/10673-common-folder-backup.html)

 

Once it finishes, take the visualsettings.dat out of the data folder in your common backup and place it in your C:Program FilesRockstar GamesGrand Theft Auto IVcommondata

 

EDIT: when you download ELS v6 it also comes with a visualsettings.dat optimized for ELS

I actually downloaded ELS v6 earlier as I had downloaded dopplers vehicles pack and it was needed. According to the text files.

 

As you said, it does include a visual settings.dat file but it is for GTAIV only. Not EFLC. If I overwrite the VisualSettings.dat file found in C:Program Files (x86)Rockstar GamesEFLCcommondata the game doesn't load. The login box appears then the game closes.
