The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Well the only real crash I'm seeing in your log is an issue with Los Santos RED. It seems to be missing a dependency. I would make sure you have both of the NAudio files that come with Los Santos RED in the main directory.
As far as the rest of your log you do have some plugins that I would recommend removing because they are outdated and could be causing issues . AirportCallouts, FBI Callouts, Traffic Control are some of the ones that jump out at me that I would definitely get rid of.
At the end of your log I see it ambiently spawns a car before the log ends 
If it's crashing to desktop in that case you could try setting AmbientSpawn.DisableRandomUnits = true in the lspdfr.ini

So i did everything you said, it's still crashing except it takes a shorter amount of time for it to crash
