Replace NumPad9?

I am playing on a laptop, and on the keyboard I have no numpad. I was abled to change all the keys, except for NumPad 9, 6 and 3, the ones you use to talk to a suspect/violator.

How do I change them, and if not posible, how do I avoid this and use any alternative?

Currently I don't think you can change the keys for LCPDFR but in .95 you should be able to. No idea on the release of that though.

The only other alternative I can think of is buying a USB numpad.

Hit FN and the try to use the number keys on the top of your laptops keyboard.
