GTAIV won't load with LCPDFR installed

I played GTAIV and EFLC via steam recently without problems but wanted to try LCPDFR with EFLC so did an uninstall of it as i couldn't remember if i had any mods/trainers installed so was best to start clean.
 
Anyway i ran the diagnostics which came back all fine as below so i went ahead and installed it just fine but for some reason the game won't load at all. I get the CD-key window steam gives you but when i hit play that disappears and no game ever loads. The same thing happens with regular GTA IV. I am running windows 8, have the folders NOT set to read only and i run the exe as admistrator.
 
Hopefully that's all the info i need to provide right now and hopefully someone can help me. Cheers.
