The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Glad to hear that this resolves the issue for you! If you'd like to continue using RiskierTrafficStops, I recommend reaching  out to the developer via the Discord server they list on the plugin release page, as the error suggests a potential issue with the script itself.
