Hi! I decided to use old developments and release a new mod that would breathe life into the GTA 4 community:


"Following the recent elections in Liberty City, a political crisis has erupted. The new administration proved unable to handle the wave of problems sweeping the city: mass protests, rising unemployment, and a sharp influx of migrants have transformed the once-thriving metropolis and symbol of the American Dream into a boiling cauldron of instability. Old criminal organizations, sensing the weakness of the authorities, have become more active and started a struggle for control over the districts, plunging the city into chaos.

 

City and state authorities found themselves in a hopeless situation. Although the police continued to patrol the streets, they were overwhelmed and demoralized. In search of a solution, the state governor and the mayor of Liberty City made an unprecedented decision—to enter into a secret contract with a private military company whose owners remain in the shadows. This PMC, known for its operations in the hottest spots around the world, has taken on the task of clearing the city of criminal elements."

Externally, 'SPARTA' appears as an independent private military company, but in reality, it is a subsidiary of a well-known international organization that is not permitted to operate directly in the United States.

"As the riots in Liberty City continue, and city officials fail to contain the violence, a new force has emerged. Not the police. Not the National Guard. Something else." 

(The image switches to: fighters in multicam and black balaclavas enter the destroyed building, working methodically. One has a red armband with the letter Σ on his arm. Another has a SPARTA patch on his back.) 

 

THOMAS SHEPARD:

"The private military company SPARTA is a new and frightening reality for the American metropolis. According to official information, it is a contract structure hired by the state governor to fight gangs. But who are they really?"

(Insert: slow motion. One of the fighters uses an AEK-971. On his belt is a TT pistol. A baton hangs at his side. Their movements are lightning fast, their clearing technique is uncompromising.)

THOMAS SHEPARD:

"Russian speech. Eastern European weapons. Methods reminiscent of operations in Syria, Africa and, according to unconfirmed reports, on the territory of the former USSR. Some analysts are even calling them "an export arm of a banned organization in the United States."

(Cut to a group of SPARTA fighters in front of an American flag riddled with bullets. One of them is heard speaking, with a strong accent:)
"We have a contract with this city. And we will fulfill it. No matter what it takes."

 

THOMAS SHEPARD (in studio):

"The question the entire country is asking itself today is: Who gave these people the right to shoot up the streets of an American city? And if they are here today under contract... where will they be tomorrow?"

(Screen goes dark. Caption: "Follow the events as they unfold. Fox News. Unfiltered.")

"When the streets of Liberty City were in chaos, the federal government refused to send in regular forces. And then - an alternative appeared. Private. Very expensive. And very dangerous."

(Footage: fighters in multicam with black body armor, balaclavas and red armbands with the Greek letter "Sigma". Emotionlessly enter the building, machine gun fire is heard.)

SARA MILLER:

"They call themselves "SPARTA". A private military company, allegedly coming under contract. But neither the governor nor the mayor could confirm who exactly signed the agreement. Who is behind their arrival? Who is paying for them?

(Interview with a local resident. Face hidden.)
- "They came at night. They ordered everyone to leave the buildings. Those who did not obey were dragged out by force. They spoke Russian. There was nothing American on their chevrons."

SARA MILLER:

"Russian speech. AEK-971 - a weapon used by Russian special forces. On their belts - Soviet TT pistols. All this raises more and more questions. Who gave them the right to operate on American soil?"

(Again, behind the scenes footage: SPARTA leads a column of detainees. One of the fighters turns to the camera. His face is hidden, but his gaze is heavy. On his back is a patch: SPARTA.)

SARA MILLER (in the studio):

"We tried to contact the company representatives, but only received automated responses. SPARTA — It's like it doesn't exist on paper. But in Liberty City, everyone fears it. Even the police. Especially the police."

(Suspenseful music. Final shot: The U.S. flag fluttering against the backdrop of a destroyed police station. Over the flag is the shadow of a fighter with a red armband.)

SARA MILLER:

"A contract to suppress violence could mean the end of sovereignty. If we don't know who came to protect us, maybe they came to stay?"

In Bokhan, everything was blocked off by these... I don't know who they are. The uniform says SPARTA, but I've never heard of them.
