The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Iv'e turned off my AV before downloading LSPD as it was said in the descrption of the download and eveything want fine iv'e run the game and lunch LSPD in the game than i quit and turned on my AV as it was said in the descrption but now iv'e got an Alert from my AV and can't run LSPD anymore, and it shows in the protection history of my AV that i have an unwanted App named PUA:Win32/packunwan that was found in RAGEpluginhook.exe filles and i have two choices to remove it or allow it, is it safe? cause the name PUA:Win32/packunwan sounds scary

Both RPH & LSPDFR do not contain viruses & are safe.
The alert comes from the Antivirus caused by the hooking of RPH in GTA.
You need to enable it and

add the whole gta folder as an exception in your antivirus.
