Im using gta 4 through steam and other times i used it before re installing i was able to change the graphics and now it wont let me go up, it just shows the number real quick and stays at 1.

I've never had this problem, but lets get some more information up so that other members might be able to diagnose!

I have tried Google-ing your issue and in return I get people who updated their game and some new features locked in low settings on their computers. If this is your case well, I recommend you Google it too!

Try this 

• right click on GTA4, select properties, then select launch options
• copy and paste this into the field that comes up
• nomemrestrict -norestrictions
