The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Whenever I try to load into story mode with RPH, GTA 5 crashes. I am using LSPDFR, EUP including EUPFR Ultimate Edition and most required vehicle mods by it (Installed outfits through OpenIV, if it helps), Stop The Ped, Callout Interface, Grammar Police, Ultimate Backup, CompuLite, and some callout mods. I do have HeapAdjuster, SHVDN, Scripthook, Packfile Limit Adjuster, all that stuff. It always seems to crash when Rage says "Completing Interoperability".

Forgot to add a crashlog. Here it is.
