brighter lights

Does anyone know how to make the police car lights reach further? I mean the default emergency car lights don't shine very bright, you can only see a small reflection of light on the ground and I'd like to know if there's a way to make the lights bounce in more places on the map around where the vehicle is, like the effect you get with Natural Vision Envolved when you install the Brighter Lights add-on, but I don't know if you can achieve that by modifying any game file without having to install mods or shaders.

@Yasd but what that mod does is make the lights shine brighter, but other than that they illuminate the same, what I mean is if there is a mod or if a file can be modified that makes the lights of the police cars' sirens illuminate more around the map where the vehicle is located.

I want to get the effect of this car, install it and set the game to night so you can notice how much its sirens illuminate the surroundings, I don't mean the brightness, but how much they illuminate, they illuminate the entire surroundings quite a bit.
