The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Try going into the lspdfr.ini and changing the following to reflect below:
AmbientSpawn.MaxCopsInArea = 0

If still crashing after that, rename mods to _mods and try again.

my game still crashed as soon as i accepted a call I'll rename the mods folder right now.

ok so it didn't crash to desktop but lspdfr did while playing around.

The LSPDFR crash was caused by LSPDFRCallout. Please remove it.

 

The game crash seems associate to the mods folder. Here is what you can do to fix that:

1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster.

2. If that does not work, remove what you have added recently and test after each removal.

3. If you still cannot find the issue, you will have to restart the mods folder.
