I installed mods for my GTA V, and I noticed that siren is somehow broken, I don't know what is this, if anybody does please let me know how do I fix this!

You downloaded vehicle mods correct? If they are ELS vehicles you might try to re-install the ELS.XML files.

i dont see anything wrong with this lightbar, what exactly is happening?

It's not ELS vehicle.

It's weird rotating model is poping instead of rotating take a closer look.

some lightbars just dont do that

its way easier to just add coronas and make them LOOK like theyre rotating instead of going through the tedious process of animating beacons, scripting coronas, etc

so alot of lightbar developers dont do that

Where do I install coronas, is it good if I use the one from Natural Vision?

and no, do not use NVE, use NVR. NVE causes a crash if you use LSPDFR for some reason.

I don't have LSPDFR.

At that time I only had those car mods, and Mod menu, however I think it's because of car model, since Sheriff Cruiser is working good on the same car that's not working for Sheriff SUV.
