NVE.asi appears to be outdated. When removing the file from GTAv main directory, the game loads fine.
After checking on Natural vision website, download for GTAV is no longer available, with a message that reads "NVE needs to be updated for the latest version. Please check back in early July for update"

Just letting people know because I've been tearing my hair out trying to figure out how other people were managing to run the game and I wasn't.
