I downloaded a new car in GTA 5, mustang(I downloaded and added the addon version), in OpenIV I added it to the LSPDFR. launched LSPDFR and noticed that I couldn't patrol it. Stop traffic does not work on the shift.

every gta police vehicle needs to have the attribute as a police vehicle, because this is missing, you cant pullover vehicles.

atleast this is how you do it on a replacement vehicle:
