The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Thank you, I am going to update it now. 

To solve the solution to ensure I update to a working file, I replaced my Ultimate Backups with the newest version entirely and nothing changed. Is there a way to track it to the location?

I'm facing the same crash. I'm inclined to think it has to do with the version of the game we're on. I'm also on a older version and I have nearly the exact same log as you. I updated LSPDFR (without updating RPH) which started causing the crash. We might just have to update the game.

I did replace my UltimateBackup and STP configurations with the stock ones. I am fairly sure they aren't the cause of the crash.

Just in case, I want to make sure this is clear: I got tired of the Rockstar Launcher and patched the game to disable it; I did not pirate the game and own a legal copy.

UPDATE: Bit the bullet, updated the game. Wasn't so bad honestly. I'm no longer crashing without any other changes. (other than the usual ScriptHookV, update.rpf, GameConfig, etc.)
